You will need:-

 PSP

  Animation Shop

Visman Natural Sparkle filter click here to download the full set

and save them to your Plugins folder.

Go to 'File' 'New' and open a 'New Image' 100 x 100 pixels, transparent

In the 'Materials' palette, select a colour in the 'Foreground and Stroke Properties' box for the colour of your glitter.

 You can use a gradient or pattern if you like.

Click on your image with the 'Floodfill Tool'  to floodfill with the colour.

In the 'Layer' palette, right click 'Raster1' and select 'Duplicate'.

 Right click the duplicate and select 'Duplicate' again so you have 3 layers.

'X' out the top two layers by clicking on the 'Eye' at the end of each row.

Click on the bottom layer, 'Raster1'to activate

 

Go to 'Adjust' 'Add/Remove Noise' 'Add Noise'

Set the settings to 'Gaussian' , and 'Noise 80', tick 'Monochrome' and 'OK'

 

[If you are working with a pale colour, if you keep 'Monochrome' unticked you get a lovely multi coloured effect]

'Adjust' 'Sharpness' 'Sharpen'

 

Go to 'Effects' 'Plugins' 'Vm Natural' 'Sparkle' and apply some sparkles and 'OK'

Go to the sparkle plugin again and add some more sparkles to the same layer, changing the 

 'Random Seed' and if you like, the 'Max Size'

 Un 'X' the next layer 'Copy of Raster1' and click on it to activate.

Go to 'Adjust' 'Add/Remove Noise' 'Add Noise' and alter the 'Noise' setting to '90' and 'OK'

'Adjust' 'Sharpness' 'Sharpen'

Go to 'Effects' 'Plugins' 'Vm Natural' 'Sparkle' and apply some sparkles and 'OK'...go to the sparkles again and add some more

Un 'X' the top layer 'Copy(2) of Raster1' and click on it to activate.

Add noise like before, this time altering the 'Noise' to '100'

'Adjust' 'Sharpness' 'Sharpen'

Go to 'Effects' and add sparkles like before.

 

Open Animation Shop.

Back in PSP, click on the bottom layer in your 'Layer' palette and go to 'Edit' 'Copy'

...go over to Animation Shop and click on 'Edit' 'Paste' 'As New Animation'

Go back to PSP, click on the next layer to activate, 'Edit' 'Copy'

...over to Animation Shop and 'Edit' 'Paste' and this time 'After Current Frame'

Back to PSP...click on the top layer to activate, 'Edit' 'Copy'...over to Animation Shop' and 'Edit' 'Paste' 'After Current Frame'

Click the 'View Animation' icon   to see your animation.

'File' 'Save as' a 'CompuServe Graphics Interchange (*.gif)

 

To make a gold glitter use a gold foil instead of a colour.

 Click here for the foil  right click the image and 'Save Picture As'  to a folder on your pc.

 Open it in PSP and while it remains onscreen it will show up in the 'Patterns' menu in your 'Materials' palette.

 Follow the instructions above but omit the 'Sharpen' as it looks ok without...though sharpen if you wish.

 

 You could use a gradient...the one here is 'Rainbow Pastel,

 and to make it more stripey I've set the 'Repeats' to '6' when selecting the gradient.
